Why a DOT Number Becomes Inactive and How to Fix It

A USDOT number can become inactive for several reasons. The most common reason is failure to complete the required biennial update.

Understanding USDOT Inactivation

A USDOT number can become inactive for several reasons. The most common reason is failure to complete the required biennial update. FMCSA states that failure to complete a biennial update will result in deactivation of the USDOT number and may result in civil penalties of up to $1,000 per day, not to exceed $10,000. (FMCSA)

FMCSA also states that if a USDOT number is inactive, the company will need to submit the appropriate form to reactivate it. (FMCSA)

For operators, an inactive DOT number can create serious problems. It may affect operating ability, broker onboarding, insurance review, inspections, customer confidence, and public record accuracy.

Common Reasons a DOT Number Becomes Inactive

A DOT number may become inactive because:

  • The biennial update was missed
  • The company submitted an out-of-business request
  • New entrant registration was revoked
  • FMCSA records were not properly maintained
  • The company failed to respond to agency requirements
  • Registration data became outdated
  • Account access was lost during a system transition
  • The company changed operations and did not update records

In 2026, MOTUS adds another layer. FMCSA explains that MOTUS allows users to apply for and manage registrations and control authorized access to company accounts. (FMCSA) If account access is not controlled, filings can be delayed.

Why Inactive Status Matters

Inactive status can create practical consequences:

  • The carrier may be unable to operate legally under that record
  • Brokers may reject the carrier during onboarding
  • Insurers may ask questions
  • Customers may see inactive public status
  • Roadside inspection issues may arise
  • UCR filing may become confusing
  • Authority records may need review
  • Internal operations may pause while records are corrected

For small fleets, even a short pause can affect cash flow.

How to Fix an Inactive DOT Number

FMCSA states that to reactivate a USDOT number, the company must submit the appropriate MCS-150 series form applicable to the company. (FMCSA) FMCSA also warns that expired versions of MCS-150 forms are not accepted. (FMCSA)

A practical reactivation review includes:

  • Confirm DOT status through SAFER
  • Identify why the number became inactive
  • Review legal name, DBA, address, and contact details
  • Review company official and account access
  • Prepare the correct MCS-150 series form
  • Confirm vehicle count, driver count, mileage, and cargo
  • Review whether UCR is due
  • Review authority status, if applicable
  • Review insurance filings and BOC-3
  • Confirm drug and alcohol testing and Clearinghouse needs
  • Save proof of submission and confirmation

FMCSA notes that users can determine USDOT status through SAFER by searching name, USDOT number, or MC number. (FMCSA)

Special Cases: New Entrant Revocation and Out-of-Business Status

Some inactive cases are more complex. If the number was deactivated due to a new entrant revocation, the process may require different steps. If the company previously filed as out of business, the company may need to confirm whether reactivation is appropriate or whether another registration path applies.

FMCSA’s MCS-150 form instructions state that if a company previously had a USDOT number, it should not submit the form to obtain a new USDOT number, and identifies valid reasons such as reapplication after new entrant revocation, out-of-business notification, biennial update, or interim change. (FMCSA)
