Let’s jump right into the action this week with plenty to learn:

First, fleets are increasingly viewing reliable truck parking as a driver retention and operational benefit. Next, ATRI is asking carriers and drivers to help shape the 2026 ranking of trucking’s most important industry issues. Additionally, new federal legislation could increase oversight of how states issue non-domiciled CDLs. We also included the latest CVSA Roadcheck results, which saw more than 13,500 drivers and commercial vehicles placed out of service. Lastly, truckers have only a limited time left to comment on proposed EPA changes to truck emission requirements.

Happy reading and reply with any questions!

Sincerely,

Tariq Soliman, MST

For Trucking Fleets, A Place To Park May Be The Next Driver Perk (FreightWaves)

Truck parking continues to be one of the industry’s most persistent challenges, and some fleets are beginning to treat reserved parking as a practical driver benefit. The article highlights how fleets are using parking networks to give drivers more predictable access to overnight and long-term parking, including locations near drivers’ homes and secure facilities for high-value freight. For motor carriers, reliable parking can support driver retention, reduce time spent searching for available spaces, and improve operational planning. As parking availability becomes more integrated into fleet technology and routing, it may increasingly become part of how carriers manage safety, productivity, and the overall driver experience.

ATRI Opens 2026 Survey On Trucking’s Top Industry Issues (FleetOwner)

The American Transportation Research Institute has opened its 2026 Top Industry Issues Survey, giving trucking companies, drivers, and other stakeholders an opportunity to weigh in on the challenges affecting the industry. The survey is open through October 2, and the results are expected to be released at the American Trucking Associations Management Conference & Exhibition in October. Last year’s major concerns included the economy, insurance costs, truck parking, driver compensation, CSA, diesel emissions regulations, driver training standards, English language proficiency, and artificial intelligence. Participation is important because the survey helps identify where fleets and drivers see the greatest operational, compliance, and regulatory pressures.

STOP Act Puts States On Notice Over CDL Issuance (Land Line Media)

A newly introduced federal bill would increase oversight of non-domiciled commercial driver’s licenses and hold states accountable for failures to follow federal requirements. The proposed STOP Improper Licensing Act would require FMCSA to audit samples of non-domiciled CDLs issued by every state, review whether legal status was properly verified, and report its findings to Congress. States found to have compliance issues would be given time to correct them, while continued noncompliance could carry more serious consequences. For trucking companies and drivers, the proposal reflects the continued federal focus on CDL eligibility, driver qualification standards, and enforcement. Carriers should continue monitoring regulatory developments and ensure their driver qualification processes remain current and well documented.

More Than 13,500 Trucks and Drivers Out-Of-Service During 72-Hour CVSA Roadcheck Blitz (CDLLife)

The Commercial Vehicle Safety Alliance has released the results of its 2026 International Roadcheck, which took place from May 12 through May 14. Inspectors conducted 54,575 inspections across the United States, Canada, and Mexico, resulting in 13,534 out-of-service orders for commercial vehicles and drivers. The campaign focused on cargo securement and ELD tampering, while common vehicle out-of-service violations included brake systems, tires, defective brakes, cargo securement, and lights. On the driver side, common violations included missing medical cards, hours-of-service issues, CDL violations, English proficiency violations, and false records of duty status. The results are a strong reminder for carriers to maintain proactive vehicle maintenance and driver compliance programs rather than waiting for roadside enforcement to uncover a problem.

Time Running Out For Truckers to Shape EPA Truck Emission Rule (Land Line Media)

Truck drivers and other industry stakeholders have until August 29 to submit comments on a proposed EPA rule that would revise certain truck emission requirements. The proposal would eliminate DEF-related “limp mode” derates and replace them with audio and visual warnings, while also reducing the proposed emissions-related warranty and useful-life requirements established under the 2023 rule. The proposal has received mixed reactions from the industry, with support for eliminating mandatory derates but concerns over shorter warranty coverage and compliance timelines. For fleets and owner-operators, the outcome could affect equipment purchasing decisions, maintenance costs, warranty protections, and the long-term economics of operating newer trucks.
