DOT Deactivation: A Whitepaper Guide for Carriers Pausing, Closing, or Changing Operations

Not every commercial vehicle business remains active under the same operating structure forever.
Commercial carrier reviewing DOT deactivation, FMCSA records, and operating status

Not every commercial vehicle business remains active under the same operating structure forever. A company may sell its trucks, pause operations, close a business, merge entities, move operations into a different company, stop hauling for hire, stop crossing state lines, or discontinue commercial vehicle activity entirely. When that happens, the company should review whether DOT deactivation, authority updates, UCR changes, insurance updates, and public record cleanup are needed.

FMCSA states that routine USDOT number updates can be completed by filing an MCS-150 series form, and company information can be viewed through SAFER’s Company Snapshot. FMCSA’s registration forms page also identifies several relevant registration actions, including USDOT number updates, authority changes, and related registration processes. DOT deactivation should be handled with care because public records can continue creating confusion long after a business stops operating.

Why DOT Deactivation Matters

A business that no longer operates commercial vehicles may still appear active in public records if the DOT profile, authority records, and related filings are not updated. That can create practical issues:

  • Notices sent to an old address
  • UCR confusion
  • Insurance record confusion
  • Broker or customer misunderstanding
  • Public SAFER records that do not reflect current operations
  • State registration confusion
  • Authority records that remain active or inconsistent
  • Former employees or vendors retaining account access
  • Potential identity or fraud exposure
  • Internal confusion during tax, legal, accounting, or restructuring work

The goal is to make the public record match the current business reality. Call Dakota Group at (800) 500-9295 for immediate assistance or schedule a meeting with our team for DOT deactivation support and immediate SAFER review & filing assistance.

DOT Deactivation and Authority Status

A USDOT number and operating authority require separate review. A company may need to update its USDOT record while also reviewing whether MC, FF, or MX authority should remain active, be updated, be revoked, or potentially be reinstated later.

Form MCSA-5889 is used for certain operating authority name and address changes and reinstatement requests. Depending on the company’s facts, additional steps may be needed beyond an MCS-150 update. Carriers should avoid assuming that one filing resolves every related record.

Common Reasons for Deactivation or Status Review

A company may need DOT deactivation support when it:

  • Sold all commercial vehicles
  • Closed the business
  • Stopped operating as a motor carrier
  • Paused operations indefinitely
  • Merged into another entity
  • Changed from interstate to intrastate-only operations
  • Stopped transporting regulated property for hire
  • Discontinued brokerage or freight forwarding activity
  • No longer needs authority
  • Reorganized ownership
  • Wants to clean up stale public records
  • Has an old DOT number creating confusion

Some businesses may not want full deactivation. They may need a status update, authority review, or record correction. The correct path depends on future business plans.

Records to Review Before Deactivation

Before deactivation, a company should review:

  • USDOT status
  • MCS-150 record
  • SAFER profile
  • Operating authority
  • Insurance filings
  • BOC-3
  • UCR status
  • State motor carrier records
  • Vehicle registrations
  • Drug and alcohol testing enrollment
  • Clearinghouse account status
  • Driver records
  • Maintenance records
  • Open enforcement or compliance notices
  • Account access
  • Business plans for future operations

If the company may resume operations, that should be considered before changing status.

Motus and Account Control

With FMCSA moving registration workflows into Motus, account access remains important even for companies that are pausing or deactivating operations. FMCSA describes Motus as a system used to apply for and manage registrations.

A company that leaves old access unresolved may have difficulty managing future records, reinstatement, reactivation, or corrections. Before deactivation, the company should confirm who controls the registration account, whether old users should be removed, and whether internal records are preserved.
